Better Governance and Equity for Scarsdale Youth Soccer sign now

Note: This petition will not be delivered and signatory names will not be revealed until it has been signed by at least 50 people.

Background. We the undersigned Parents, of Scarsdale youth eligible to participate in the travel soccer program, are of the view that the board of the Scarsdale Youth Soccer Club (SYSC) presently is not adequately representing our interests and is not providing for unbiased skills evaluations of our children. We believe this is due in large part to the un-democratic nature of the governance of SYSC (the bylaws of which presently provide for appointment of board members solely by a nominating committee appointed by the president of SYSC), and the lack of protections against bias in the tryout process.

Resolutions. We the undersigned Parents, of Scarsdale youth eligible to participate in the travel soccer program, desiring better representation of our views and increased equity and fairness in the travel soccer program, do hereby petition the board of the SYSC to, and Scarsdale Village Board of Trustees to require SYSC on penalty of denial of Scarsdale field access rights to, immediately make the following changes:

1. With respect to the Bylaws of SYSC, wherein such bylaws presently provide that the board of SYSC is selected by a nominating committee that in turns report to the boards executive committee, and the nominating committee is in turn appointed by the President (a board member) of SYSC, we petition for the following changes:

Paragraph 4 of Article VIII of the bylaws presently provides as follows:

At least one month before the Annual Meeting at which any office is to be filled, the President shall appoint a Nominating Committee of at least three members of the Club and shall designate its chairman. The Nominating Committee shall present to the Executive Board and at the Annual Meeting to the Club the names of the persons nominated as Officers and Executive Directors of the Club. Nominations to Executive Board positions must be sent to the Nominating Committee post-marked no later than five days prior to the Annual Meeting. There will be no write-ins and no nominations from the floor.

Shall be revised instead to provide as follows:

At least one month before the Annual Meeting at which any office is to be filled, the Membership by popular vote shall appoint a Nominating Committee comprised of at least five members of the Club, none of whom may be present or past members of the board, and shall designate its chairman. The Nominating Committee shall present to the Executive Board and at the Annual Meeting to the Club the names of the persons nominated as Officers and Executive Directors of the Club. Nominations to Executive Board positions must be sent to the Nominating Committee post-marked no later than five days prior to the Annual Meeting. There will be no write-ins and no nominations from the floor. For these purposes the term Membership shall mean that group comprised of one parent representing each children residing in the Village of Scarsdale, or each child who is eligible to attend public schools in the Village of Scarsdale, or each child who is otherwise eligible to play on a soccer team in the Scarsdale Recreation League.

2. New paragraph 11 shall be added to Article V to provide as follows:

No person shall serve as a member of the Executive Board or as an officer of SYSC for consecutive terms in excess of three (3) years. Executive Board members shall be appointed on a rotating basis so that fewer than all Board members will change in any given year.

3. With respect to the SYSC tryout process, we petition for the following change:

At all organized SYSC events whereby childrens skills are being evaluated for the purpose of assigning them to and among teams, all individuals on the basis of whose evaluations assignments may be made must be, and appear, independent. In furtherance of this principle, the following individuals shall be deemed NOT independent:

a. Any individual having a child, grandchild, niece, nephew, second cousin or godchild participating in the tryout;
b. Any individual who serves as a coach, assistant coach or trainer of a team on which plays a child or a sibling of a child participating in the tryout;
c. Any individual who for remuneration trains or employs a trainer, whether in a group, private or semi-private setting, any child participating in the tryout;
d. Any individual having a close personal relationship with the parent, aunt or uncle of a child participating in the tryout; and
e. Such other persons as the tryout coordinator may determine based upon notice of impartiality by parents of children participating in the tryout.
