We, the undersigned, greatly appreciate governments acceptance to draft the Jan Lokpal bill and are delighted to see that the democracy in India is alive and vibrant.

In the light of the 2G spectrum scam, Commonwealth Games, and rampant corruption and colossal looting of the national wealth, we call on the government to act urgently to protect national interest by taking the following measures to enact a strong legal framework:

1. Enact a comprehensive National Anti-corruption Law and constitute an Independent and Empowered Anti-corruption Commission.

2. Confiscation of illegally acquired property of public functionaries and public servants (as recommended by the Law Commission of India & Administrative Reforms Commission).

3. Disqualification of heavily tainted candidates for Parliament and State Legislatures, against whom criminal cases for serious offenses are going on in law courts (as recommended by 3 former Chief Election Commissioners & ARC).

4. Cancel the 2G spectrum allocation, and reallocate through fresh, transparent, international competitive bidding, and impose steep windfall taxes on the ill-gotten gains from the 2G licensees. Enact a law to make all contracts involving corruption/loss to exchequer void, and impose severe civil penalty.

Common people of India have been suffering daily from various forms of corruptions: getting raashan card, TC in the public transportation, getting services thru government offices, banks, off-book valuation of properties, school admission, job postings and open bribery in the name of free-gifts during elections, just to name a few..

However, last couple of years have crossed limit of all the corruptions. 2G scan alone has cost our country $40 Billions: equivalent of 3\% of GDP of India, 20 International Airports, 500 Fighter Jets, 2000 Nagarjuna Sagar Dams or 25 lakh Nursing Homes! India has lost over $400 Billions in corruption since its independence. Indian corrupt politicians, business people and bureaucrats have over $ 1.5 Trillion black money in foreign banks.

While 2011 has seen uprising against suppression through many parts of the world, like Egypt, Libya, Syria etc, it is time for the Indians to get united against the evil of corruption that is scavenging from the within, and redirect our valuable resources for India to stand side-by-side to other giant in the global economy. We need to focus our energy for the brighter India. Such opportunities do not arise frequently!

Fight against corruption can not have difference of opinions. Santhanam Committee recommended anti-corruption measures in1965, and bills and measures have been discussed and debated by our politicians since then but with little real progress. The politicians and bureaucrats have remained united in thwarting passage of viable anti-corruption bills for over 40 years. But now its time for One Billion of the Aam Janata to unite and demand for our right. Enough is Enough! The Government of India must introduce and adapt many ideas from the Jan Lokpal Bill without any further delay and correct all loop holes from the wrong doers, enact effective deterrence and bring corruption to the book.

What is Jan Lokpal (JLP) Bill (Citizen's ombudsman Bill):

We need a total overhaul of the anti corruption delivery system in India.

Justice Santosh Hegde (former Supreme Court Judge and present Lokayukta of Karnataka), Prashant Bhushan (Supreme Court Lawyer) and Arvind Kejriwal (activist) have together drafted a strong anti-corruption law, Jan Lokpal Bill.

Key Measures:

- Independent (and not merely advisory) body of 10 apolitical members, nominated by 5 member team of likes of Chief Justices and recent Padma Vibhushan recipients.
- Part of CBI be accountable to the JLP and not the Government. Disband CVC.
- JPL will have jurisdiction over politicians, bureaucrats and judges.
- Can initiate investigation and prosecution without government interference.
Governments proposed Lokpal bill requires investigation to be initiated by LokSabha Speaker or RajSabha Chair.
- single window in disposition of public grievances against corruption.
- Protection for the whistle-blowers.
- Functioning of JLP be transparent and JLP employees be equally monitored.
- Recovery of the ill-usurped wealth from the convicted.
