A modest proposal to eliminate two problems

Governor Pataki has revealed plans to house sex offenders temporarily in the Rochester Psychiatric Hospital on Elmwood Avenue. This is a troubling prospect, since that facility is within a short walk of a high school and directly across from a rehabilitation center for those with mental and physical disabilities, many of whom are children. Neither is the facility really secure enough to ensure that those sexual predators will be contained to prevent them from doing harm to those least capable of defending themselves. Using the Rochester Psychiatric Hospital may have seemed like a good idea in Albany, but those of us in Rochester know better.

At the same time, we have a Fast Ferry which is now permanently retired and incapable of generating any revue for the city while it sits idle and our debt for said ferry goes nowhere. If we cannot use the Ferry for its intended purpose, we might at least consider some alternative method of generating revenue while we wait for a buyer.

And so, we the undersigned propose a two-problem solution which is as cost-effective and simple as it is safe: lets put the sex offenders on the Fast Ferry while they need to be in Rochester at all.

Rather than keeping them in a facility which is poorly secured, requiring additional guards and security measures and thus inevitably greater taxpayer funds, we could keep them in a facility which by its very nature is inescapable. Rather than letting the Fast Ferry sit idle while the bills pile up, we could charge the State a fee for providing the space to house these criminals, thus offsetting our loss on the boat. Best of all, the State might be swayed by a fee which could be significantly less than what the Psych Center might need to charge for housing sexual predators.

Thus we the undersigned consider this a viable alternative to the Rochester Psychiatric Hospital and urge the Mayor to consider this plan instead of the current proposal. At minimum, we would like it to be acknowledged that we do not wish our citys disabled and children to be put at unnecessary risk because the Governor needs to make a few adjustments to the criminal system, and chooses to do so at our expense.
