Dear Sir,

We are confused by the current state of affairs vis-a-vis
the land acquisition in Singur. In view of the political and
social unrest unleashed by the recent move, we would like to
request you to kindly address the following points:

Previously, it appeared, the government was unilaterally
proceeding towards the acquisition of the said land. Then
suddenly the Government called an all party meeting without
any suspension whatsoever of the ongoing official process
and without any attempt to negotiate the matter with the
local agitating committee of the farmers spearheading the
movement. Any discussion, without representation from the
affected people, to us, is meaningless.

Then, prior to this all party meeting, as covered in the
media, the Government declared that they are ready to raise
compensation by five times meaning Rs. 30 Lakhs/acre.
This apparently is welcome, if we agree that it is
impossible for the Government to make any alteration of
the proposed site at Singur at this stage.

In addition, any rehabilitation package, even as per the
guidelines of the World Bank, should involve adequate measures
against factors like joblessness, marginalization (particularly
among women and backward strata), increased morbidity and mortality,
loss of access to common property like village ponds, grazing lands
and most importantly community disarticulation that tears the social
fabric alienating a community from the socially embedded informal
support systems.

As far as providing job is concerned, no job without social
security and permanancy, viz. the Government jobs, can be
acceptable. Moreover, the compensation for sharecropppers
and unrecorded bargadars should be clearly proposed in tune
with the land price. In addition, the future policy of the
Government regarding acquisition of fertile lands in other
parts of the state should be clearly spelt out.

It is our sincere request that the present petition be read
along with the previous one addressed to the Hon'ble Governor,
West Bengal, which has already been endorsed by internationally
acclaimed intellectuals, scientists, academicians, journalists
