Unfair Permit Parking Ordinance sign now

If you are a resident of the Lindcrest Apartments, especially on North Stiles Street or Academy Terrace, you probably already know that in the past couple months, signs were put up on Karen Terrace, Debra Drive, Donna Court, and Academy Terrace stating that only automobiles with permits are permitted to park on these streets. After months of the signs being put up (supposedly without the Linden Police Departments knowledge), this ordinance was put into effect on or around July 6th, 2010.
At least a few homeowners on the above listed streets have complained to the city about us parking near their homes, which spurred the act of the signs being put up in the first place. They own homes; they dont own the street in front of their house. For the entire time that the Lindcrest Apartment complex has existed, there has never been any law or ordinance banning anyone from parking on these streets without a permit.

Listed below are reasons that this newly created ordinance is unfair, and questions that the residents of the Lindcrest Apartments deserve to have answered.

After being told approximately two months ago by the Linden Police Department that they didnt even know the signs were put up, the Linden Department of Transportation & Parking told us that the ordinance was NOT BEING ENFORCED, and that it was perfectly legal to park there. We were given no warning by the city that the ordinance was put into effect very recently, other than walking to our car and seeing $40 tickets on our windshields.
There are no ordinance numbers on the signs!
After checking numerous times since July 6th, 2010, not one permit has been seen on any car parked on Karen Terrace, Debra Drive, Donna Court, or Academy Terrace.
Who are the permits even for? The homeowners or the tenants of the apartment complex? How do you obtain one?
Every homeowner on Karen Terrace, Debra Drive, Donna Court, and Academy Terrace moved into their homes knowing there was a large apartment complex in the vicinity. The apartment complex was here way before the homes were, so granted they may have moved into their homes before cars were as commonplace and affordable as they are now, the homeowners should have known what to expect.
What if a homeowner or a resident of the apartment complex has guests over? Do they need a permit as well?
Every Monday and Thursday, it is illegal to park on alternating sides of the street due to the street being cleaned. If we cant park on Karen Terrace, Debra Drive, Academy Terrace, or Donna Court, this means we have to park even farther away! How is this fair?
Certain homeowners on the above mentioned streets deliberately park on the street instead of in their own driveway, so that tenants from the apartment complex cannot park there.

These points of view and questions (as well as any other ones not listed here) MUST be brought up to our city council! As residents of the Lindcrest Apartments, we cannot let an absurd ordinance like this slide.
